Creating Exalogic vNet From EMOC Fails With "Reason: allocateFabricTag: Ex Tag Allocator is not Initialized for NOTIONAL Fabric" Error In Exalogic Virtual Releases (Doc ID 2139096.1)

Symptoms

In Exalogic virtual releases, Job for creating a new vNet from EMOC fails with "Reason: allocateFabricTag: Ex Tag Allocator is not Initialized for NOTIONAL Fabric" error as shown below. 

 For creating the private vNets steps from Cloud Administrator's Guide http://docs.oracle.com/cd/E18476_01/doc.220/e25258/proc.htm#ELCLD76777, "Section 9.2.4 Creating Private vNets" were followed.
