Was working fine before and suddenly gets 404, 500, or 503 errors in the browser for RESTFul

Changes

The users: APEX_LISTENER, APEX_REST_PUBLIC_USER or ORDS_PUBLIC_USER expired at database (DB) level and even when the availability was restored the Restful access can not be consumed
