On BI Publisher,
the Scheduler Diagnostics showing Critical JMS errors:

Start error; JMSAdminWrapper failed to start JMSWrapper, javax.naming.authenticationException
Failed User: BISystemUser denied

This can be re-produced with the following steps:
1. Scheduled report jobs are not working.
2. The Scheduler Diagnostics showing Critical JMS errors above.
