Symptoms

opmnctl start fails with error
"opmnctl start: opmn failed to start"

ps -ef | grep opmn command shows two opmn processes are running.
netstat -an | grep LISTEN command shows both opmn ports are in listen state
ping localhost command fails with "fail to connect" error
