Java SE 7 JRE MSI Enterprise Installer Fails with "There is a problem with this Windows Installer package" and "error code 61003" (Doc ID 2147853.1)

Symptoms

The Java SE 7 JRE MSI Enterprise Installer fails.  'Error code 61003' can be seen in the MSI Installer log.

Running the JRE 7u99 MSI Enterprise Installer as an user with elevated privileges from a regular Windows command console causes the Installer to fail, regardless of whether UAC is enabled.
 

Errors seen:


1. If in interactive mode, a generic popup message will appear:



The issue can be reproduced at will with the following steps:

  1. As a user with elevated privileges, open a regular command console (left click on the command console icon)
  2. Run the Java 7 MSI Installer: msiexec.exe /i jre-7u99-windows-i586.msi /l <LOGFILE>
  3. Notice the error
