PDF Conversion Triggered on "Update With Check-in" for Metadata Only Items (Doc ID 2148081.1)

Content items initially checked in as "Meta data only" are NOT converted by the IBR server and are set as Pass-Thru, which is expected.   However, when an "Update With Check-in" is implemented on these same items, the IBR - PDF conversion is kicked off and the HTM/HTML item is converted to PDF.

This behavior can only be created when HTM/HTML documents are set to PDFconversion via the  Configuration Manager.

It is expected that the pass-thru status of the item would persist on the "Update With Check-in" regardless of what the IBR conversion status is set to for the document type.

Please note, that the initial check does not cause this issue. The issue occurs only for the second "Update With Check-in" action. This issue applies to all types of documents and not just HTML document types.
