Mapviewer Deployed In WebLogic Server Intermittently Does Not Start With, 'Could not initialize class sun.awt.X11.XToolkit' (Doc ID 2151985.1)

Symptoms

New Mapviewer deployed in WebLogic Server intermittently does not start. Mapviewer is started as part of the SPL start script.  The following error is seen in the weblogic_current_log when starting the mapviewer:

Exception in thread "Thread-583" java.lang.NoClassDefFoundError: Could not initialize class sun.awt.X11.XToolkit

Similarly, other X-windows applications e.g. the WebLogic configuration wizard, xclock, intermittently fail to launch.
