Error Importing Patch Elements Using Sites Explorer - "Encountered an improper argument" (Doc ID 2153053.1)

Can not use CatalogMover to import the patch elements, and repackaged the elements into zip file as follows in order to use Sites Explorer instead:

a) You have to zip up the html file and the folder it references into a zip file with that table name.
e.g. zip up ElementCatalog folder and ElementCatalog.html into a zip called ElementCatalog.zip
b) Then use Import->Table in Sites Explorer

For the html files that don't have a corresponding folder, you just zip up the html file into a zip file with that table name
e.g. zip SiteCatalog.html into a file called SiteCatalog.zip

However on import encountered the following error in Sites Explorer:

"Encountered an improper argument"
