A previous installation of 12C had created a new Schema, but for whatever reason, the installation had to be installed on a new machine, or reinstalled on the same machine.
How to handle this situation for an existing RCU user/schema becomes an issue in this case.
Goal
If you need to reinstall Fusion Middleware 12c, does the RCU need to be run for the existing schema (for example, DEV) from the original install attempt? That is, do you need to run RCU again?
