New Browser Does Not Get The Focus With IE11 (Doc ID 2158481.1)

Symptoms

Invoking new browser window using following JavaScript code via popup dialog.

Then, the new browser window appears behind the original window.
Issue only happens with IE11. New window appears in front of the original window if you use FireFox or Chrome instead of IE.
