Are Continuous Query Notification (CQN) and Database Change Notification (DCN) the same feature, just different name?

Are these features in JDBC (Thin or OCI) supported for Pluggable Databases (PDB)? If not, are they supported for 121.0.2 non-CDB architecture ?
