When Does Import Processor Move Emails Using the "Upon Failed Import" Option?

When Import Processor is processing emails, many emails are not moved from the processing folder to the folder specified in the "Upon Failed Import" setting of the job.  What conditions would trigger the email message to be moved from the Processing folder to the Failed Import folder?
