Enterprise Capture Import Processor is Failing to Import Emails Containing a Special Characters in the Subject (Doc ID 2161557.1)

Symptoms

When the Enterprise Capture 12c is importing an email containing an attachment, Import Processor fails to import the email.  

The log shows the following error:

Caused by: oracle.odc.exception.CaptureException: oracle.odc.exception.CaptureException: oracle.odc.exception.CaptureException: Index Field [Org ID] of Document [Name.pdf] was assigned invalid value [Capture ?Name??Test 4 with ?Tab] at

oracle.odc.importmanager.ImportManagerSessionBean.createDocument(ImportManager SessionBean.java:361)
