Symptoms

Installing Forms and Reports 12c (12.2.1) with Oracle WebLogic server 12.2.1 and JDK 8. The installer gave error 'unable to find dependent featuresets'.

Components listed are:
 Forms > Oracle Forms Builder 12.2.1.1.0
 Infrastructure > Database client components ...
 Infrastructure > Opatch ...

-Error is displayed at bottom pane:

Unable to find dependent featuresets for the selected installation type "Forms and Reports Deployment"
