Symptoms

On WLS 10.3.6 with PATCH SET UPDATE 10.3.6.0.160419, a client application wishes to connect to remote end point through a proxy, but it fails to honor the command line parameter defined for such job:

-Dhttps.proxyHost  
-Dhttps.proxyPort
