Unable To Login To Webcenter Sites Using fwadmin user, but able to login via SitesExplorer (Doc ID 2164626.1)

Symptoms

The fwadmin administrator user password has been reset and the user is still unable to log into the Sites UI using "fwadmin" user, but able to log into SitesExplorer with "fwadmin" user.
