Cannot Login To Enterprise Capture After Rollback of Cumulative Patch 10

After rolling back <Bug 22998285> CUMULATIVE ENTERPRISE CAPTURE PATCH NUMBER 10, users are unable to login to the Capture client or console.

In the .out logs, the following error is reported:

<Error> <HTTP> <BEA-101017> <[ServletContext@706872684[app:capture module:/dc-client path:/dc-client spec-version:2.5]] Root cause of ServletException.
javax.el.PropertyNotFoundException: The class 'oracle.oddc.clientpage.ClientPageBean' does not have the property 'locale'.
