"UnknownAttributeException: Organization": Unable To Create New Users in OIM (Doc ID 2165276.1)

Installed OIM All pages/screens load successfully, but unable to create new users.

Steps to reproduce are:

1. Login as xelsysadm
2. Navigate to Manage > Users
3. Click Create
4. Enter Required Field
  i. Select Xellerate Users for the Organization
5. Click Submit
6. Click the Users tab
7. Refresh and the user was not saved
