Symptoms
Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) Automated Policy Synchronization (APS) Replication Fails With UniqueID Does not Exists Error in Clone Data Center (DC). For example, creation of a new agent in PrimaryDC does not get replicated over to CloneDC.
Clone DC log, shows the following error,
