Time Taken in an OAG Integrated Connection Filter is Not Shown Correctly (Doc ID 2168973.1)

Symptoms

In a "before Operation Policy" in an Integrated Connection Filter, an XML message is decrypted, using Encryption -> "XML-Decryption Settings" with default settings, and Encryption -> "XML-Decryption Settings".

This shows to take several seconds for a message of size 100K or greater with the bulk of the time appearing to be spent in Encryption -> "XML-Decryption Settings", according to the trace file.

Oracle API gateway is not displaying the correct timing values for the Integrated Connection Filter.  The timing displayed spills down to the next step in the policy from where the bottleneck is actually occurring so that it seems like the next step is taking a lot of time, when in reality it is the connection / response from the invoked service that is slow.

This can be very misleading when trying to troubleshoot performance problems.
