Purge Functionality is not Available in the EDQ Server Console (Doc ID 2169557.1)

Goal

Using two real-time screening servers set up with very similar configurations, one server's console shows the "Purge Rules" option in "Tools" bar but that option is not available on the other.

Server Console permissions on both servers appear to be identical and are granted appropriately.  Why would the Purge functionality be available on one server but not the other?
