When Viewing any Imaging Documents Error "A repository error occurred." Occurs

Symptoms
When viewing any Imaging document, the client displays the following error:
A repository error occurred.
To download and view locally, use the Download menu item from the File menu of the Viewer.
The Imaging log reports:

faultType: SYSTEM
faultDetails:
ErrorCode = oracle.stellent.ridc.protocol.ServiceException, ErrorMessage = Unable to execute service IPM_LOG_AUDIT_EVENT_BY_DOCNAME and function ipmDocHistoryAudit.
The WCC log shows the following error message:
