Symptoms

After a service shutdown and a server shutdown, WebCenter Capture does not start. the below error occurs in the capture log:

weblogic.application.ModuleException: [HTTP:101216]Servlet: "jersey" failed to preload on startup in Web application: "/dc-client".

java.lang.IllegalAccessError: tried to access method com.sun.jersey.core.reflection.ReflectionHelper.getContextClassLoader()Ljava/lang/ClassLoader; from class com.sun.jersey.spi.scanning.AnnotationScannerListener
