Cannot Create Custom Attribute Editor After Deploying in Custom War As Library But PRESENTATIONOBJECT.DTD File Not Being Picked Up (Doc ID 2179282.1)

Symptoms

After creating a custom war with all the custom jars under custom.war/WEB-INF/lib and the presentationobject.dtd under custom.war/WEB-INF/sites and deployed it as a shared library.
The jars are being picked up fine without any issue but the Custom Attribute Editor defined in the dtd file is not getting picked up.

When trying to save a new attribute editor the following error is in the UI:

"Cannot save asset. This attempt to save the Attribute Editor has failed. Unable to parse XML. Invalid element '' in content of 'PRESENTATIONOBJECT'. Expected [TEXTFIELD, TEXTAREA, PULLDOWN, RADIOBUTTONS, CHECKBOXES, PICKASSET, FIELDCOPIER, DATEPICKER, IMAGEPICKER, CKEDITOR, FCKEDITOR, IMAGEEDITOR, TYPEAHEAD, UPLOADER]"
