Enterprise Capture 220.127.116.11 Workspace Profiles Are Not Visible In 18.104.22.168

The 126.96.36.199 Workspace profiles are not visible in 188.8.131.52 after import.
Steps to Reproduce:
- Export a workspace from an 184.108.40.206 Patch 4 windows system. The only user is weblogic.
- Import into a 220.127.116.11 system.
- Scan profiles do not appear in the client drop-down, despite weblogic being explicitly set as the user in profile security.
- Create a new scan profile and it appears in the client.
