Enterprise Capture 18.104.22.168 Workspace Profiles Are Not Visible In 22.214.171.124

The 188.8.131.52 Workspace profiles are not visible in 184.108.40.206 after import.
Steps to Reproduce:
- Export a workspace from an 220.127.116.11 Patch 4 windows system. The only user is weblogic.
- Import into a 18.104.22.168 system.
- Scan profiles do not appear in the client drop-down, despite weblogic being explicitly set as the user in profile security.
- Create a new scan profile and it appears in the client.
