Javax.crypto.IllegalBlockSizeException on Federation Partner Operations

Information in this document applies to any platform.
After upgrading Oracle Access Manager 11g (OAM) from 184.108.40.206 to 220.127.116.11, you are not able to open Federation or Security Token Service page . However, all other operations works fine, including federation from pre-existing profiles.
From OAM console, go to configuration tab > Federation, or Security Token Service , you see "Could Not connect to Server" error.
When you check the diagnostic log, it shows:
Upgraded Oracle Access Manager from 18.104.22.168 to 22.214.171.124
