Problem Configuring SOA LDAP Adapter (Doc ID 2190785.1)

Symptoms

Trying to configure LDAP adapter using SSL and getting an error when getting invoked at runtime. Same LDAP server is able to be accessed fine within Jdeveloper.

Ldap Adapter encountered an invalid secure connection.
Given connection is invalid. LdapAdapter cannot execute any operation over this connection

 Additional log error:

BINDING.JCA-12511
JCA Binding Component connection issue.
JCA Binding Component is unable to create an outbound JCA (CCI) connection.
CustomerCompPrj:LDAPSearchReference [ search_ptt::search(body,body) ] : The JCA Binding Component was unable to establish an outbound JCA CCI connection due to the following issue: javax.resource.spi.ResourceAdapterInternalException: Failed to create managed connection: java.lang.IllegalArgumentException: missing provider
Please make sure that the JCA connection factory and any dependent connection factories have been configured with a sufficient limit for max connections. Please also make sure that the physical connection to the backend EIS is available and the backend itself is accepting connections.
