WSM-07620 error when testing webservices in enterprise manager (Doc ID 2191065.1)

Symptoms

When we are trying to test the webservice in BPMN 12c, we are getting the below error.

The query "&(@appliesTo~="WS-CLIENT()")(policysets:global/%)" is queued for later retrieval.
