Parent DCL Cannot Be Set When Child DCL Is set To "Info Only" or "Hidden"

Symptoms
WebCenter Content 11.1.1.9 with update bundle 2 (Aug 14, 2015) to update bundle 160829 (Aug 29, 2016)
If one of the child in a DCL has its field type is set to "Info Only" or
"Hidden" the parent DCL does not work.
You can still click on the drop down for the parent DCL and see the list of
options but if you try to select a value for it it doesn't get written to the
textbox.
Further if you have more child DCL if one of those child is set to "Info
Only" or "hidden" then you have the problem with the parent DCL.
Note: the other child DCL won't work (you can't click the dropdown to see the
values) but that would be normal because they are conditional to the parent
having a selection.
