Error In Tuxedo When Starting Application Server Domain From PeopleTools 8.54 psadmin Utility On Windows (Doc ID 2191563.1)

Symptoms

On : 12.1.1 version tuxedo, with rolling patch RP038, on Windows 2012 R2 VS2012

When attempting to boot PeopleTools from psadmin the following error occurs:

TMADMIN_CAT:188: ERROR: Error while obtaining the Bulletin Board parameters.

Due to this issue, users cannot boot PeopleSoft.
