High CPU Usage On OAM 11.1.2.3.0 (Doc ID 2192286.1)

Symptoms

After running for some time, the cpu hits 100%.
The AdminServer process as well as the oam_server process both show the same issue

Changes

 <Bug:16479818> JDBC NTFConnection threads are stuck waiting and consuming CPU" is fixed in JDBC 11.2.0.4. But based on an internal documented discussing in a <Bug:21267432> where "It is not supported to replace the JDBC driver in an FMW home with a later version. The 12.1.2.1, 11.2.0.4 based driver, is intended for WLS only."
So having in mind that this is a FMW type of install, eg, not WLS standalone, there seems to be a desync between the JDBC libraries/versions and is best to implement fix for JDBC version (not to upgrade it)
