Updating A Meta-Only Content With Checkin Via UPDATE_DOCINFO Service Failed (Doc ID 2192399.1)

Symptoms

In Oracle WebCenter Content (WCC) 11.1.1.9 environment, I tried to update an existing meta-only content with check-in via UPDATE_DOCINFO service.  However, it does not update the content (i.e. it still remains meta-only content) even though the service call finished without any error.

I've found <Document 1952847.1> that the similar issue occurred in WebUI in past, however this issue still remains even after resolved it by applying the latest bundle patch (11.1.1.9.2 or later).
