Scrollbars Are Not Working Anymore After Migrating Older Forms to 12c

Symptoms
After migrating older Forms to the new 12c version, all Forms seems to have a problem with scrollbars.
This behavior is not only in one Form or one application, it occurs in all migrated applications to webforms 12.2.1.x
Anyway, it's working to use keyboard for scrolling (e.g. Key-Up, Key-Down)
