Saving Configuration Changes Via the Admin Console Fails With "Schema validation error" (Doc ID 2192933.1)

Symptoms

Previously both the domain Admin and Managed servers were running without issue.  After installing fmw_12.2.1.0.0_infrastructure into the existing ORACLE_HOME and extending the domain to enable Enterprise Manager, configuration changes can no longer be made and saved through the Admin Console. All attempts to activate changes result in the following error:
