ODI Studio Switch Authentication Mode Menu Option is Disabled (Doc ID 2194152.1)

Symptoms

Trying to switch an existing repository to use External Authentication.
Following steps from Oracle® Fusion Middleware Administering Oracle Data Integrator

Steps 10.7.1.1 (jps file) and 10.7.1.2 (odi_credtool) have been done.

After logging into ODI Studio, the ODI menu - the 'Switch Authentication Mode' menu option is disabled and cannot proceed further.

This is done as the SUPERVISOR user.
