Documents Scanned into Enterprise Capture using a Fujitsu Scanner Contain Blank Pages (Doc ID 2194949.1)

Symptoms

Blank pages are being scanned into Capture using a Fujitsu scanner. In a 10g environment, the "Dirty White" setting worked as expected, removing blank but "dirty" pages from the document.  There is no such setting in 11g version. The "Blank Page Byte Threshold" set to 10000 has no effect on removing blank pages from scanned documents.

Upgraded to 11g Enterprise Capture.
