Goal

When the service UPDATE_DOCINFO is called to update some metadata of a document, the date fields dCreateDate and dInDate as well as all custom date fields lose their seconds precision.

The dates are simply truncated at minute level. This bug is addressed in bugs 21116421 and 18551978, but none of them are solved.

The bug causes problems, because the check-in order can no longer be determined on dInDate. Also we use date fields to compute throughput/performance and losing second precision severely blurs the results.
