Importing an Enterprise Capture Workspace Generates the Error "Name "name" starts or ends with whitespace" (Doc ID 2197851.1)

Symptoms

After exporting a workspace from one environment, and then importing the workspace to another environment, the import fails with the following error:

oracle.odc.exception.CaptureException: java.security.PrivilegedActionException: oracle.odc.exception.CaptureException: oracle.security.jps.service.policystore.info.common.InvalidArgumentException: Name "name" starts or ends with whitespace.

The log indicates:

java.lang.RuntimeException: oracle.odc.exception.CaptureException: java.security.PrivilegedActionException: oracle.odc.exception.CaptureException: oracle.security.jps.service.policystore.info.common.InvalidArgumentException: Name "name" starts or ends with whitespace.
