Reindexing from Admin UI Fails After Patch Upgrade: UI/Layout/CenterPane/Advanced: UIException

Symptoms
Attempting to reindex fails with following errors:
UI ERROR: An exception occurred on the server while executing UI/Layout/CenterPane/Advanced: UIException." and there is this error
Sites.log ERROR: Exception reading file /opt/oracle/Shared/Storage/IndexSourceMetaDataConfig/222/123/global,01.txt
Other configurations look fine, such as:
- The SystemInfo table for the "IndexSourceMetaDataConfig" table, the defdir= /opt/Oracle/wcsites/Shared/Storage/IndexSourceMetaDataConfig
- All INI files show the Sites shared folder base directory is /opt/Oracle/wcsites/Shared, not opt/oracle/Shared/Storage
- Using Sites Explorere, when attempting to modify the global.txt entry in the "IndexSourceMetaDataConfig" table and the application errored: "can not open empty file"
- With the System Tools, ran the File Reference Check on the IndexSourceMetaDataConfig table, and it said there were no missing files
All INI configurations did NOT point to /opt/oracle/Shared
