CONNECTION_REFUSED Errors In Apache Logs With Network Channel Configured 'OutboundEnabled' Set To True in WebLogic Server (Doc ID 2199986.1)

Symptoms

On WebLogic Server 10.3.6,  when customer enabled the Network Channel with the settings Enabled Outbound and Tunneling Enabled true; it caused below errors at frontend Apache server logs.

The error below appeared (recurrent and intermittent) in the logs of Apache servers (front end):

 

Customer overall call flow is :- LoadBalancer (hardware appliance) --> Apache ---> WebLogic Server

There is no firewall in this communication. Customer has "<External IP Address>" which is a VIP (virtual IP) and this is trying to make a connection to Apache server. Apache server httpd.conf files has WebLogicCluster parameter with backend WebLogic logs listen address. Then they configured "<External IP Address>" in the WebLogic Network Channel as External Listen Address.
