Item Level Security is No Longer Working After To Upgrade (Doc ID 2201856.1)

Upgraded WebCenter Portal and WebCenter Content to from

Any attempts to modify the Item Level Security settings in WCP does not have any effect. The GUI does not complain and it seems the operation succeeds, however:

-When opening the security dialog in WCP for a file/folder again, it still has the previous settings.
-In the WCC document properties, the Access Control Lists have not changed.

The WCP and WCC logs do not report an error related to the issue.
