Item Level Security is No Longer Working After 220.127.116.11 To 18.104.22.168 Upgrade

Upgraded WebCenter Portal and WebCenter Content to 126.96.36.199.x from 188.8.131.52.x.
Any attempts to modify the Item Level Security settings in WCP does not have any effect. The GUI does not complain and it seems the operation succeeds, however:
-When opening the security dialog in WCP for a file/folder again, it still has the previous settings.
-In the WCC document properties, the Access Control Lists have not changed.
The WCP and WCC logs do not report an error related to the issue.
