Fusion Middleware Control / Enterprise Manager Console is Only Allowing A Single User Account to Login (Doc ID 2202609.1)

After a recent restart of the WebLogic Administration Server the login to the Fusion Middleware Control / Enterprise Manager Console only allows a single user account to successfully login.

If logout is performed and then a second attempt to login, the login is not working anymore. After server restart, the login can be performed again but only once. Error seen:
"Login failed. Error connecting to the Server. Make sure that WebLogic connection information and the credentials entered are correct."

This behavior is reported as intermittent and may be difficult to reproduce.
