Web Services Policies Missing After Restart (Doc ID 2208853.1)

Symptoms

PROBLEM DESCRIPTION
--------------------
In WebCenter/FMW 12.2.1.1.0, after attaching the OWSM policy "oracle/wss11_saml_token_with_message_protection_service_policy" to the webservice endpoint successfully using the EM,

it does show it is attached; however, after restarting the server, the policy no longer shows as attached. Login to the control shows that the owsm components in the Cross Components Wiring

page are not displayed. The log file shows the following error:
