Enterprise Capture OCR2FILE is Consuming CPU Time and the Process is not Terminating (Doc ID 2209642.1)

Symptoms

Documents are scanned using Enterprise Capture and then checked-in to WebCenter Content.  There is a conversion process where the check-in document is converted to PDF.  In this conversion, it has been noted that ocr2file is consuming greater than 90% of CPU time.  It was also noticed that some document PIDs are running for days and are not getting released after conversion.
