Symptoms
Installation of Java SE 6 or 7 on Windows platforms fails with the following Windows Installer popup showing the msiexec usage:

Affects versions:
- All versions of Java SE 6 JRE and JDK standard .exe installers (both 32-bit and 64-bit) for Windows platforms, beginning with Java 6u113
- All versions of Java SE 7 JRE and JDK standard .exe installers (both 32-bit and 64-bit) for Windows platforms, beginning with Java 7u99 through 7u111
Note: For JRE 7, this issue affects only the standard .exe installers (e.g. jre-7u99-windows-i586.exe) and does not affect the JRE MSI Enterprise Installers (e.g. jre-7u99-windows-i586.msi).
