BEA-149028 Invalid Path where Status Deploy Running (Doc ID 2211844.1)

Symptoms

Attempting to deploy a Portal Application EAR's file, but the deployment failed taking more than 30 minutes until it was stopped using WebLogic Administration Console (Pressed Lock & Edit button, and then release configuration with deployment in status "deploy running"). After this, the EAR file cannot be deployed again.  When restarting the managed servers, they started in admin mode.
