OPSS - Reports server fails with java.lang.NullPointerException at java.security.MessageDigest.isEqual message (Doc ID 2212787.1)

Symptoms

On OPSS: 11.1.1.6.0 version, Java Platform Security

When attempting to start the Reports server, Admin and Discovery servers, installed in the same machine.

Able to Start fine, however seeing the following error:

weblogic.security.SecurityInitializationException: The loading of OPSS java security policy provider failed due to exception, see the exception stack trace or the server log file for root cause. If still see no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information. Error message: null
