Symptoms
Creating new Portal in WebCenter Portal 11.1.1.9 shows pages in the Portal Editor in same format as Pre-11.1.1.8.0 portals.
New Portals should have pages displayed in Page Editor with page links as shown in this documentation as show in the "After" upgraded portal section:
