Symptoms
"Remove Initializing" state remains after deploying versioned applications.
After this issue reproduced, "remove initialized" state remains even if other deployment tasks(deploy/redeploy/start/stop) for the app completed successfully.
Changes
The issue frequently causes following steps:
1. Deploy app (version v1)
2. Deploy app (version v2)
3. Force stop both app.
4. Delete both app.
5. Deploy app (version v1) again.
Deployment for App (version v1) complete successfully, but the state shows "Remove Initializing".
Deployment task for deleting app remains in "initializing" state.
