Goal

Configure a MSSQ server set with "-p 1,7200:1,10", with MIN=1 and MAX > 1.
The server provides "Heavy" and "Light" services. "Heavy" service takes about 80 seconds to complete.
A request is sent to "Heavy" service, and then waits for 15 seconds.
A service request is sent to "Light" service.

Why is no new server spawned after a "Light" service request is received by the server?
